Handle EIP1599 gas fee model

When using Metamask, the priority fee is the same as the base fee, indicating that the UI is using the legacy gas fee model after EIP1599. In most cases the priority fee should be < 2 gwei. I don't know what needs to be done in the UI, but I imagine that the change is small and it will have a great cost reduction on users.
