Vote delegation touches

• Remove link to Snapshots. Proposals will happen on-chain and there are currently two alternative 3rd party dashboards to interact with them, but there's still no decision on which one to use
• Change text from "After you setup vote delegation, you can cast votes on proposals here"
  to "You can either vote on proposals yourself or delegate your votes to a third party." (copied from Compound DAO)
• In fact, we can take even more inspiration from Compound DAO and instead of immediately putting the textbox field, let the user first decide if they want to vote for themselves (Manual Voting) or delegate (Delegate Voting)

With Delegate voting you have a modal that's very similar to what we have in the delegation dashboard right now, and with manual voting it's even simpler as there's no textbox.
