Configure automated releases with changesets #304
Description
- Prereleases currently blocked by this issue: Cannot read properties of null (reading 'prerelease') changesets/changesets#835
- On the initial (pre)release of
@nucypher/*packages, make sure to rewriteCHANGELOG.mdto communicate the transition fromnucypher-ts
