[gke] Changing env var doesn't force redeployment

I reset the password for a gcp gke service. It changed the password in secrets manager; however, the secret in kubernetes that references the gcp secrets manager didn't refresh.

This confuses the user because they expect the change of env var to take effect in the next app boot.

It appears that the secret will refresh every 1h by default: https://external-secrets.io/latest/api/externalsecret/#manual-refresh
