Automate Documentation Generation

Over the long term, we should automate the generation of API documentation. This issue proposes setting up a CI step to generate documentation (e.g., in HTML format) from the XML comments (`/// <summary>`) in the C# source code. This will keep the documentation up-to-date with minimal manual effort.
