[Feature] support cross-compilation

From cc crate's docs:

This crate will automatically detect situations such as cross compilation and various environment variables and will build code appropriately.

It might be feasible for rocks to support cross-compiling to other targets.
This would potentially allow for us to host pre-built packages for all sorts of targets on rocks-binaries.
