Most links to the CLA are dead #115

Most of the links to the CLA from the CONTRIBUTING.md and README.rst are dead. The direct to https://www.oasis-open.org/resources/open-repositories/cla/individual-cla which causes a weird redirect loop. When submitting a PR I was presented with a link to https://cla-assistant.io/oasis-open/cti-taxii-client, however. This one seems to be working and plugged in to the workflow. Should that replace the old one?
