Proposal: Move to Thanos-community or Thanos orgs.

I feel having this controller is a must-have for any Thanos deployment with receives (it works only on k8s, something like that is needed for other systems). This means we might want to give more love to this as Thanos maintainers. WDYT?

I think it's a good idea to move it under the Thanos org. I bet most users don't know this thing exists.
