Bug : FacilityOrganizationSelector Displays Only First 15 Entries

Describe the bug
The FacilityOrganizationSelector component is displaying only the first 15 entries, even when searching for specific departments. The API call is not triggered as expected while searching.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Encounter'
2. Click on 'Update Department'
3. Search 'Neurology'
4. Observe that only the first 15 entries appear, and the expected API call is not made.
