you don't have permission to use openID connect

Hello, thank you for your work!
In our WP we set the OpenID-connect. We use it to give credentials for an external website.
For some users, the first attempt to the log in from the external website prompts a question to authorize the use of OpenID for this site.
But for others, it just shows an error message "You don't have permission to use openID connect".
We imported some new WP users from CSV and they have to renew their password. Maybe it can mess with the process...

It seems the problem is not the authorization to link the external website but for the WP user to use the plugin?

OK sorry for the question here, we found the solution.
There is a blog on the WP website and users already having an account on the main site where not created on the blog part, which manage the OpenID login.
