unicode in addresses breaks

Not quite sure what magic we need for gmail to accept unicode in addresses. Tried utf-8 encoding the local and domain parts the same as we do the name and subject. Tired utf-8 encoding the whole address. Both give a 400 from gmail about an invalid to header.
