I use a MacBook, as such I use the MacOS system, I don't know if this is also an issue with other systems, but if it isn't, you'll know which one
When creating a new project, the top layer cannot be changed in its value (though it may appear it has), I first noticed this when changing the value of the number on the top level doesn't change the word count, which I thought it was a bug, but that isn't case once the project is created, as it keeps the original value it was presented with. Hope something can be figured out.

I assume you mean the target of the project. That should always be the sum of the targets from all folders inside respectively. So you can change the targets from those to adjust the overall sum.
You can notice that it ignores the first value's changes and only goes with what preset is chosen, and in this case, 20 chapters stays as 20 chapters unless I choose a different template.
