Release schedule v2.4

I was wondering what the schedule for the 2.4 release looks like.
The last stable release 2.3. was quite some time ago and there have been quite a few dev releases since.
In particular, I'm very keen to start using the cool new list merging (#1082) and don't want to add a dev dependency.

I'm hoping we can have an OmegaConf + Hydra release sometime in 2024...

We currently have a version conflict with another dependency because of the requirement of using antlr 4.9.* in omegaconf 2.3...

Latest release is 2.4.0.dev3, corresponding to d9178ab

It would be great if 2.4.0 included #1195
