[Tooltip] Add in a focus-trap #66
Description
context:
LGTM ~ Circling back to the Dialog component, it appears like the Figma SDS storybook has a focus trap active when focused on a Tooltip, until a user presses 'escape'. Could we either create an issue and throw that in the backlog so we can merge this now, or see if it would be do-able for this focus trap being that it's one element?
