Need to improve the Grants Dev Doc and Repo

Issue Description:

This page - https://developers.flow.com/ecosystem/grants - should be fleshed out with more information, we should include mentions of other funding options (investment/VCs, hackathons, bounties, tokens as a funding source, etc)

And this page - https://github.com/onflow/developer-grants/issues - still has grants in review from last summer, and accepted/active ones as far back as '22. If we're driving devs there from the developers portal I think we should try to clean it up if possible
