Allow query and mutate support FLIX version 1.1.0.

FLIX v1.1.0 FLIP

First step is to allow executing templates in fcl-js
Next step will be updating flixkit-go to execute and generating.
Then update fcl-js to generate, verify validity of v1.1.0 FLIX.

FLIP is ready need to get approval. After this PR is merged we can release a beta release.
