how to make announcement banner stay even in mobile mode and also different media query?

I searched for 767 and 768. I tried to edit the value in BasicScripts:

const screenSize = window.matchMedia('(max-width: 767px)');

I tried to change it to 1279px but for some reason it still only changes on 767 when I drag the window width around. Am I doing something wrong?

The problem is my header menu cant fit everything in and only looks good with at least 1280 width.

Also how can I make the announcement banner active even on mobile?
