deregister causing 502s

As per aws/aws-cli#2723

calls to deregister requires waiting for the instance to be set to OutOfService before killing a service.

I can add this to the lib as a feature, but before spending any time, given it's a rather old lib, wanted to verify if this will be helpful and accepted, or maybe there are other options I missed out on?
