could not connect to pgsql server #7

When running ./go.sh, at some point I got:

createdb: could not connect to database template1: could not connect to server: Connection refused
	Is the server running on host "172.17.0.2" and accepting
	TCP/IP connections on port 5432?

How can I fix this?
