Create an ADR for the replacement of the current artifact implementation with Single Layer OCI Artifacts that discusses and documents implementation specific topics like

  • Why do we switch to Single Layer OCI artifacts?
  • Should we use a CR Snapshot like the ocm-controllers v1 implementation?
  • Which internal oci registry should be used?
  • ...
