courses: reordered steps not accurately reflected in course progress

This course has 3 steps each with a test.
I took the tests for steps 1 and 2.
Then I reordered the steps.
Now looking at course progress, the bar at the top is inaccurate (empty space should be on step one).
The icons are also inaccurate (says step 3 is in progress aka needs grading even though it hasn't been started.
The Take/Retake Test buttons are accurate.
