Looks like the opentelemetrybot PAT that's used by OPENTELEMETRYBOT_GITHUB_TOKEN expired 8 months ago.

I'm not sure why this didn't affect anyone (the website repo has their own token, and maybe other workflows may not be using any special permissions?).

I'm going to regenerate the expired opentelemetrybot PAT (personal access token) and update the OPENTELEMETRYBOT_GITHUB_TOKEN org secret.

Let me know if anyone sees anything weird.

oops, it was the fine-grained PAT that expired, I have reverted OPENTELEMETRYBOT_GITHUB_TOKEN back to the classic PAT
