Describe the issue you're reporting

The SIGSTORE_ROOT_FILE environment variable can be used to specify a path to these certificates, otherwise they are grabbed from the internet. However, we should make these configurable in our config, since that's where all other supervisor configuration exists.

This is relies on collector executable updates being merged in #35503
