Add filters to the Course Comparison dashboard

**User Story **
As a Course Administrator/Operator, I want to be able to filter the course comparison dashboard, so that I'm able to compare only the courses or course runs I need to compare.

Acceptance Criteria
Given I have access to the Course Comparison dashboard
When I view the Course Comparison dashboard
Then I see the following filters on the filter panel that when applied work to filter to content displayed on the Course Comparison dashboard:

• Organization (allows me to filter what I'm seeing by the organization(s) on my instance
• Course Name (allows me to filter what I'm seeing by the course(s) on my instance
• Course Run (allows me to filter what I'm seeing by the course run(s) on my instance
• Learner type (allows me to filter the enrollment counts I'm seeing by the type of learner I'm interested in: At-risk, Active, Passed)
