Dealing with other flexibility options in redispatch calculation

The current implementation of the optimization with redispatch only assings redispatch costs for generators.
We need to clarify if that suits the different flexibilities (electrolyzer, heat pump, dsm ...) and scenario years.
Especially for electrolyzers, it might be helpful to look at the different redispatch-regulations (2.0, 3.0).
