Check which of the following are no longer needed and delete:

File: readthedocs_requirements.txt
File: docs Makefile
Sym link: beneficial-ownership-statement.json

Maybe we should have a manifest so that we can weed out unneeded files easily as time goes on. (And help people understand the contents of the repo.)
