Integrate Wizarding API V3 from OpenEnergyTools into OpenSCD

Integrate support for Wizarding API V3 (scl-wizarding) so that wizards defined in JSON can be rendered and executed within OpenSCD based on the selected SCL context.

Requirements

• Load and render scl-wizarding JSON definitions
• Bind wizard actions to current SCL selection
• Apply changes to the XML structure
