Upgrade public_suffix to v7

Hey!

First of all thank you for this gem, I have been using it for a while and it suits my needs perfectly!

I noticed this gem prevents `public_suffix` to upgrade to the latest version, so I though I could fill a request to have the gemspec upgraded :)
