Notebook shows generic “Pick an organization” message when org is missing or user unauthorized #6554

Describe the feature you'd like to request
When I open a notebook that is associated with an organization I do not belong to (or that no longer exists), the UI shows a generic message:
Pick an organization
Any usage accrued while running this notebook will be billed to the organization you select.
This suggests I can pick an organization and proceed, even though I don’t have access to the original org behind the notebook. Instead, the UI should tell the user the org does not exist/you dont belong. (state both for security)
This would make it clear that the problem is with access or org existence, not with a missing billing selection.
