Define initial Scope of OWF

There was a lot of discussions around the scope.

• Kind of wallet: for people, organisations, machines
• Architectures: apps, web, cloud
• Functions (larger than identity): Identity, Payment, Crypto
• Accessibility
• Language internationalization support

We need an initial, agreed upon scope as basis for the formation of the development projects.

In the meeting on 28th of September, the participants decided to work on the reference architecture first.
