I guess it means that the OpenWISP agents on the device rely on the device firmware using standard OpenWrt mechanisms for configuration, networking, services etc. The more features the firmware exposes via those interfaces, the more features OpenWISP can interact with.

Thanks for bringing this up, I'll try to clarify the meaning there in the docs when I get some time.
