Add healthcheck component for monitoring

Targets for now:

• Authentication, Database, Frontend as in Zimfarm
• Catalog generation: Generation of catalogs takes reasonable time (test all collections ; configurable delay with env var, default to 10s per catalog)
• Zimfarm Notification: No Zimfarm Notification stuck in pending state (configurable delay with env var, default to 2m)
• Files move: No file stuck in needs_file_operation with location_kind different than to_delete (configurable delay with env var, default to 2m)
• Files deletion: No file stuck in needs_file_operation with location_kind equal to to_delete (configurable delay with env var, default to 2h)
