This makes block volumes more useful for stateful sets (it prevents situation where block volume is provisioned in AD in which no worker is free to schedule the pod), see here: https://kubernetes.io/docs/concepts/storage/storage-classes/#volume-binding-mode

Azure, GCE,AWS all support this.
