OCI Object Storage provider fails to parse PAR URLs in config-ociobject

When using a pre-authenticated request (PAR) URL to load JDBC configuration from OCI Object Storage, the OCI provider fails before the connection is created and throws an error that the object URL cannot be parsed.
The same flow works with regular Object Storage URLs, so the failure is specific to PAR-style links. The result is that users who provide a PAR URL for the config file cannot connect, even though the URL itself is valid and accessible.
