Does a Re-inscription require a new Parent/Child Witnessing to validate ownership to a collection?

The question is in the title.

I was wondering how a collection retains the relationship as an ordinal is re-inscribed. In the context of a collection, if re-inscription is available to the owner of an ordinal then, this may have a negative impact on the collection such as content that may be unrelated, unwanted, or even harmful.

So does reinscription require witnessing for each reinscription? Would reinscription nullify the witnessing?
