Basic implementation of Roles & Permissions

After the contract update cambiatus/contracts#33 we need to update the frontend to comply with those rules

Describe the solution you'd like
We will need to provide several changes in order to accommodate all the changes that comes with roles and permissions:

• Profile popup will need to display all the roles for a user
• A new screen to assign roles (only admin)
• New page to create roles
• Update profile page to show roles
• Add page that show all community roles, and allow the user to filter members by role
• Add role check error messages (what happens when you can't do something because of missing permissions?)
• Update settings/docs/visuals to inform that users without permission like "claim" won't be able to do claims
• Decide if we will hide screens based on permissions (if the user don't have any permission to claim, what we do? we hide the button, we show an error? we show another screen?)

Describe alternatives you've considered
This is a completely new feature, so we might need to talk a lot about how to implement this on the frontend

@juramos-2020 @rafachadud please remember that this feature will be used to attend several use cases:

• Restricting bad actors
• User flailing or profile customization
• Badges as rewards for accomplishments on the community
• Dynamic way to show the (the more permissions, the more complex the app is)
• Pronoun or identity implementation
• Permission to allow admins to control how the community can be used
• Teams, as it will make it easier to admin together with a bunch of different people (today we can only have on admin)
• This will also change claims, as there will be no more validator list, rather we will have a role (or team) to validate.

We've worked on an exercise with the whole team about how we could create a user journey using Roles. Roles can be assigned with permissions so as the users engage they get to see more of the app. Users with a permission verify now can see menus that take you to dashboard/analysis, only accessible if you have a claim pending to vote.

This way the app can open up as the user integrate themselves in the app. Like discord with their permissions bots
