This came to a head after a few raids where we had to DE tier pieces. Since there is a lower player cap in raids, fewer people can join to get drops, which subsequently means people can gear faster. This is a problem for classes that aren't as popular to play, like warlock or rogue. The idea was to implement a vendor, somewhere, that would allow the transfer of a tier piece to the corresponding class that needs it. Essentially, turning vanilla tier drops into a tier tokens.
An example would be that a warlock t1 chest drops, but there are no warlocks in the raid, or they already have their piece. It's essentially a dead item, so you either vendor or DE it. Instead, you could give it to a person that could use that chest tier slot, and they could trade the item to a vendor and receive their correct class tier chest.
This isn't going against the spirit of the game, in a sense that TBC was the expansion that introduced things like badges and tokens for gear. Allowing people to exchange for slots they could use, would allow faster and more flexible gearing, without affecting things like lockout timers, drop rates, etc.
The only negative I can see from this is that essentially it would turn any tier into a token, where as the TBC+ versions were locked to certain classes per token (usually 3). This would allow people to specifically gear certain players much faster than normal, like tanks and healers, where it could allow content to trivialize faster. However I don't view this as a fully negative thing, but more a positive flexible raid option.
Also this would be strictly for tier pieces. I don't condone the option of trading any raid drop for another item of the same raid.
