This problem has existed for a long time.
Although the documentation says "The updated setting will apply to any new codespaces you create, or to existing codespaces the next time you start them", it is actually only valid for newly created ones.
I don't know if this is a bug or if it's intentional. Anyway, it's too inconvenient for users. Please fix it.
