Retry Payment: Can't retry payment and premium features like Codespaces are blocked for timeout to next payment (5 days)

Problem
If a user doesnt have sufficient balance on their card; payment is refused, Github then backs off and retries the card several days later.

User cannot manually re-trigger the payment after topping up their card balance, and certain premium features like Codespaces are blocked until the card is tried again.

The result is users who are relying on these tools for their daily dev workflow are locked out for up to 5 days and can't fix it themselves.

Proposed Solution

• Allow Users to Retry a failed payment attempt.
