Text in a file changes vie on PRs that contain a single line of code which spans more than the width of the displaying text field can not be marked selectively with the mouse. This prevents selective copy pasting from such code blocks.

Compare that to the code block where the scroll bar is below the code:
If the mouse is over the code, the scroll bar appears and it becomes impossible to click on the text to select it for copying.
