Feature: ability to restrict creating external shares only to selected users.

Currently, the ability to create external shares is available to all users. This presents a security risk for organizations that need to control how data is distributed outside the company. It would be nice to be able to restrict this capability to a specific subset of users. I know about the "User Light" option, but the trade-off is that the user loses personal space.
