@polkadot-js/api written in Rust

The current library @polkadot-js/api which is used widely in most applications built on Polkadot only has a Typescript version. We can contribute to the ecosystem by provide the Rust binding for this library to enrich the ecosystem API tools. Hence, games and apps built with Tauri or Yew can integrate this library as well.

@chungquantin I'm reading the @polkadot-js/api documentation and listing out the necessary functionality. At least for now, this is how I imagine the work will be done:
Stage 1: A brute force approach, follow the polkadot-js/API documentation, and create a similar program in Rust. At this stage, the main focus is a rust package that works well with Axum or Rocket. We can create a kanban board on GitHub and share the task following the @polkadot-js/api documentation, should be easier for anyone who wants to join in. I can start by creating a board to organize the work that need to be done.
Stage 2: Optimize the code, at this stage, we can dive deeper into the @polkadot-js/api and see if we can write better code in Rust.

@NTP-996 We can do the simple version of the first stage for now. Stage 2 is an ideal scenario and if we can do that, it would be great.

  We could tackle this problems by adding a historic data traceback in the Rust version of @polkadot-js/api. The more research I read, the more I am confident that the alternative Rust version will be implemented soon due to the limitation of Typescript in WASM environment. Wdyt?

@chungquantin After lurking around the @polkadot-js/api's community. I saw that most of the users are nests/node js developers. To be honest, few backend web developers use Rust for the backend work. So for some practical reasons. We can make an API endpoint for front-end developers with the TS stack. Which can bring more value to the community.
