LINZ Basemaps supplies terrain-rgb tiles, these could need to either need to be converted to hillshade rasters or we rely on upstream support as requested in linz/basemaps#3401.

Hillshade rasters will be available soon (I work at LINZ and will try to come back and update this ticket when they have been released).
