GitHub release is always marked as "latest"

When making a backport release, the GitHub release created is still marked as "latest". This is confusing.

If there's an API for this, prevent backport GitHub releases from being marked as "latest".

There's a make_latest request body property on the /releases endpoint:

Alas, this tool doesn't do branch analysis so we cannot reliably determine if the given version is potentially behind the latest.

Instead, we can fetch the /releases/latest from GitHub and do the semver comparison with the release we are trying to make right now.
