Consider breaking up ottr-docker into smaller docker images for each step

I'm worried about the size of base_ottr. It is slowly growing. We probably need a basic rendering docker image and then each ottr feature could have its own docker image on https://github.com/ottrproject/ottr-docker/tree/main

This isn't an immediately urgent problem but something that we should consider doing later.
