Add a real web server

Hello,

It will be nice to have a real simple web server and not just a wrapper that direct acces to this command line.
That will allow to decorrelate polling to Outscale api and service monitor at least.

Hi @albundy83, one option could be to regularly call osc-cost and push the json result as static content on a web server (could be through S3). A monitoring system could then access the json through web server.
