ci/cd pipeline work

it used to be that this repo would push to overbo.github.io and that was great. looks like it doesn't do that anymore.

add that back
add other stuff to ci/cd, like linter / error checks and the like. deny a code merge if it fails, normal honest innocent dev stuff
