Remove ICGC trace from the codebase

Eliminate icgc from the codebase

There are some of the lines which inlcude icgc comments in the codebase which can be reomved as icgc is no longer used.

I think we need to split this up a bit. The song-docker-demo describes a setup for using song alongside icgc-dcc id and auth systems... none of which are required now. We should create a ticket to remove the song-docker-demo setup. Along side that change we will need to remove the section from the song read the docs page that introduces it: https://song-docs.readthedocs.io/en/develop/docker.html , the source for which is found at https://github.com/overture-stack/SONG/blob/develop/song-docs/source/docker.rst

The remaining docs updates require more than just removing icgc references, they'll probably require rewriting sections to include up to date information or phrasing. If you could create a ticket to track the locations where ICGC is referenced we can assign this to @MitchellShiell to update the text. We also need to review if we should keep this read-the-docs site at all.
