Possibility to match on two criteria

Hello, i've seen the documentation about the limitations and saw that multiMatch is not suported.
I was thinking, its possible without using multiMatch to create a rule (or any plans to implement multiMatch), that a rule like this can be created?

If url is: /bla/login.php
And specific header is empty
