Euphonic already has a lot of powder functionality in https://github.com/pace-neutrons/Euphonic/blob/47f6a8f5a2dc4fecf535b6ae8e6512fcdce40f68/euphonic/powder.py. It may benefit other projects (e.g. SpinW) if this was split off into a separate library.

This could be a good graduate project (in SCD or ISIS).
